In PO3 Kappa for example this means getting to the last tier of Astral Sorcery altar, while in E2E you need to break into RFTools to make molecular assemblers. But in expert packs, since they're so important and you'll need them because of theie automation capabilities, they're usually "gated" meaning that you'll have to go through the progression of other mods first. Normally they aren't that expensive to get into, just some gold diamond and certus quartz required. Just to give you an example: as you might know, AE2 and RS are insanely powerful mods that deal with automation and item management.
These modpacks require you to know your stuff when it comes to automation, as usually you need a bunch more resources than normal and there are more steps involved in everything, so it becomes a challenge in that regard. This is normally aided by quests that guide you through the modified recipes & mechanics.

They're the opposite to "kitchensink" packs, where those essentially just give you free reign over the mods as their authors made them, expert packs usually have a set or at least intended progression path.
